To me, a good tactician can beat someone that is better than them in a final.
Lagat has NEVER beaten anyone with a better PR than him in a Championship final.
(of course in 2007 he was no where near PR shape and won Gold)

That's because he's the 2nd fastest 1500 runner of all time.

Agreed, if it wasn't for his blazing last lap, his tactics wouldn't mean anything. Having said that, I still think Centro is a brilliant tactician. He was able to keep himself out of trouble in all his major championship races, and in the last lap when everyone blindly followed the kenyans, he stayed calm and let everything play out before striking in the straightaway.
However, Lagat is still definitely the better tactician. I have seen that man weave himself out of situations and he always seem to be in the right spot. Even when boxed badly in 2009, he managed to keep his cool and still score a bronze.
