Carl Lewis set several WRs in the 100m dash. He may have not done it in the Long Jump, but that he has set them in another event means he's ineligible.
How about Derartu Tulu? Two Olympic Golds, world championships in XC and track, plus a few road running achievements here and there.
Lagat definitely. I'd say he is one of the top 15 runners of all time, even without a world record.

OK, so Carl Lewis a) is ineligible because he did in fact set world records and b) is ineligible for consideration as a long jumper because this it not a running event.

Carl Lewis is the greatest long jumper ever... But her never got the WR. It's actually a shame he never got it. The LJ is one event he truly dominated and he deserved it.
He holds the WR indoors. Besides, he set two over 100m, and I believe three times int he 4x100m and at least once in the 4x200m.

Wanjiru set half marathon WR's three times, although one of them was not ratified because there was no post-race drug test. He also set the 10000 m Jr. WR.

If you're worried about testing positive then at least be consistent: Lewis tested positive 3 times.

Cierpinski has twice as many olympic golds. Olympic gold is the end all be all in this sport. Silver is nothing but gold's b*tch.

First he has set a world record, second the op said running - you might as well add that he never set the land speed record in a car
I don't think Tyson should be in the mix either as he is clearly second best to Bolt. Surely you could pick a runner who was at least the best in his era
Now this is tricky though, was going to go for Harrison Dillard. Olympic gold in both 100m and 100m hurdles without setting record in either. But he tied the world record in 120/220y hurdle!
