The real problem are the people who say "Whats the point" -- they have already given up on themselves if they can't see the value of an education, even if it is not the best education possible. A high school diploma is still better than none, no matter the status of the school.

You sound like one of those fake "pull yourself up by your bootstrap" republicans. Saying it is a individual decision to fail is simplistic. Your total environment and how you were raised as a child form your thought process. If you truely believed a bad environment is an EXCUSE, then you would be the type of person who didnt care what their child did. It would be OK for your child to be around drug dealers and thugs, see their mother screw different men daily, not go to school, smoke weed, have babies, etc. In your "no excuses" world, all that wouldnt matter because life is only about individual decision making.
In reality, you are probably very concerned about who your children hang out with, what type of environment they are raised in, making sure they dont do drugs, making sure they get a good education and so on. ITS IMPORTANT BECAUSE THOSE THINGS WILL SHAPE A CHILDS FUTURE. A child has to be 10x as strong as a normal child to shake that "ghetto" mindset.
Look how many little white kids fall apart when something as simple as their parents getting a divorce happens. For the most part, white kids could NEVER handle the shit these minority kids go through.
i believe it is cultural. it is cool for them to be a "gangsta." I would not hire someone who had their pants on the ground or who did not talk with proper english. I do not think it would help my business. if they acted professionally I would definitely give them a job.
For some reason Asians, Indians, Arabs and Eastern Europeans have come to this country and were able to break this vicious cycle despite not originally knowing English. Black people have had this advantage yet they still remain in poverty.
Liberalism and welfare have created a culture of dependency and single mother households. 70% of black children are born to a single mother (30% to other races). End welfare ... there would be some pain, but it would make poor people more self-reliant and climb the economic ladder.
anytime you have a large number of black the place will eventually look like africa. a total break down of community, infrastucture, government, etc..
name one place that's a majority black population that doesn't lead the nation in every bad stat in the book: crime, drop outs, poor test scores, corruption, etc..

Given that only one place could possibly lead the nation in every bad stat in the book (you do know what the word "lead" means, right?), I imagine that nearly every place with a majority black population does not lead the nation in every bad stat.

i think the OP might be onto something...would be an interesting book on his life in the hood for a year. i know i'd read it. kind of a journal/fact stating social commentary sprinkled with personal opnions and musings based on personal experience.

if you go to school in the suburbs even the dumbest, least ambitious, troublemaking kids graduate and go on to college. no one gives up on them. it doesn't matter how many times they screw up. hell, if they stop showing up, the authorities will hunt them down. once you're in the cycle of middle class suburbia it is virtually impossible to fail. there is very little socioeconomic mobility here and just about everywhere else in the world. study both cycles and you'll have a better idea.

I'm not disagreeing with you (despite your ad hominem attacks), but with should a party with this view (or understanding, since I agree on the importance of environment) support the legalisation of marijuana? It seems like proponents of that use the opposite argument.

I am always skeptical of the lower IQ or lower intelligence argument.
There may be some statistical accuracy to the argument, but leading a happy and productive life can be attributed to so much more than IQ.
Here's what I think is the case - people (mostly minority) stuck in these communities have a much slimmer margin for error. By this I mean that poor decisions come back to haunt them and really set them back. This is why I am very cautious of those that lower objective standards for people who live in these communities - not because of a pull them up by the bootstraps mentality but rather because there is a cognitive dissonance about the negative externalities that accrue to these folks when they make bad decisions. Even a small run in with the law can be disastrous. Access to competent lawyers is nil, and a caring network of people generally do not wait in the background to persuade a judge recidivism isn't in the offing. Is this fair? No. But there is little other choice but to encourage better decisions - they don't recover from bad ones like middle class people do.
I do think we need to look at the costs of some of our social welfare programs. They need to be incentive based. The programs of the 60's and 70's made men in these communities not only irrelevant - but actually unwanted. What a disaster - because a culture that encourages men to father children and abandon them or play no part in their lives will simply be one that implodes.
