The IAAF stipulated that the host nation cannot charge non-resident competitors taxes on their prize money, ensuring that if you won $20k, you got $20k and were only responsible for taxes in your home country (instead of taking 30% off for non-residents). Most hosts would either pay enough to cover the taxes or gain an exemption from the government. Neither happened for LA.
