I was just going to say that. Fukuoka, Beppu-Oita, Lake Biwa/Biwako and lots of other races here have rules stipulating exactly what the OP set out, although with cutoff times much faster than 8 min/mile. And yes, they have vehicles driving at cutoff pace. If the bus catches you, you're out.
