According to USATF rules (and I assume IAAF) pacers must be legal entrants to the race. With that in mind, why would you want to ban someone from winning the race if they run hard from the gun? That's kind of the point of racing.
Pacers can be legal entrants, but as they are getting paid to do a specific job, that job description should include stepping off the track at the agreed-upon time. Being able to NOT do so puts them at an unfair advantage, and it is really LAME when a rabbit decides to run the whole thing (same sex rabbits only -- if a male pacer helping a female decides to finish a race, a la Wejo with Paula a few years ago, I'm ok with that as they aren't competing against each other).
