It's just WAY too high.
Altitude at that height is not beneficial for running. This is why you don't see a bunch of sherpas dominating the marathon.
maybe training at that altitude is not beneficial, but living at that altitude to age 18 is very beneficial, and the national federations (generalizing this to high altitude regions: count nepal, bhutan, tibet and jammu-kashmir in as well (those guys carrying 150 lb packs through the annapurna circuit in nepal when I was there were tough as nails and there was certainly the basis for running talent) should identify teenagers from high altitude areas and train them at lower altitudes. there have been some very good south american (andean, I believe) hill climbers at the tour de france.
