this is not the same guy as posted earlier, but creating a really good facility and building a team/business around that might be a way to go, depending on what your actual capital and long-term goals are. Think of something like the community center that the Redskins built for PG county in Landover, with a nice outdoor track and an indoor 200m facility. If you could partner with a local agency (in a community with good options for running outdoors) and create a business model around attracting events (concerts etc. in addition to meets), then you might have some financial stability to bond the facility. Subsequently, you could probably sponsor an existing club or set of coaches to come in and create a real community, with local runners in addition to elites and world-class types.
Probably very pie in the sky, but one would think that the facility would need to be in the $2.5-$10 million range depending on all the bells and whistles. The Tyson Center at Arkansas cost $8 million, but some things there were obviously cheaper (land acquisition and financing) than they'd be for you and others probably were more expensive (banked track, press facilities).
