Why has South America or Africa never hosted an Olympic game?

You mean like Beijing, Atlanta and LA? Athens was hot, but not humid.

Atlanta really had to build very few venues. The stadium was one but as noted it was turned into a baseball stadium. Most of the other major facilities were already in place.

So how come Mexico is involved?

Just as many organizations include Mexico as part of Central America. The UN Geoscheme for example.

Others call the region "Middle America". You are so caught up in the cut and dried North/South definition that you forgot to look at the World opinion of what defines Central America.

Actually, South America did, in fact, host an Olympic game. It was in 2016 in Rio de Janeiro, Brazil.

olympics in the south are rare because navigators are leery of crossing the equator more than necessary. Things can get confusing.

Also to get to South America, most planes and ships have to go through the Bermuda
Triangle, fairly unsafe.
