I would agree with the 15:30ish estimates. I go to a national caliber xc school, and our median is probably something around 15 to 15:15.
the median would not be very hard to estimate with a random sample of division 1 runners. it might be hard to generate a random sample of runners, so you might randomly sample a team with a track program and then take that team's median 5k time. do that a bunch of times to get an estimate. I'm not sure how that would change the distribution of median estimate though.
The average time for a D1 5km man is anywhere around 15-15:30. I have had this debate before and from yearly results anything around low 15 is the normal time range.
