It will be easier to beat him in a dual/tri meet rather than a big meet. The low key nature of dual/tri meets usually means most distance runners are training through them and may not be fully "race ready" mentally or physically. (You need to be).
Instead of having two teammates take it out hard as rabbits, tell them to play down the race as though they are way out of shape. You should do the same.
The other guy, hearing this, may automatically rule you guys out as possible competition. He may let his guard down to how fast he is willing to go, maybe thinking he can dog it and kick it in. He may not even kick it in. You have to hang back from him far enough to not provoke his attention and then with 250-300 to go, blow by him...I guarantee he will not know what hit him and he has maybe 40-45 seconds to do something about it.
It's generally hard to make a sudden acceleration at that point of the race; You need to wind it up (which is also why you are hanging back before you catch him).
In order for this to work:
1. Coach of opponent's team needs to be oblivious to your tactics.
2. Dual meets work best, tri-meets may work but there are more variables such as more runners and more coaches who may catch wind of the tactics and notify the runner you are trying to beat.
3. Having hot/humd weather or Windy weather would be ideal, but if the weather is perfect this plan willnot work as the opponent may be tempted to "go for it."
4. There can't be any runners running much faster than your capabilities (i.e..too much competition for your opponent will mean he's going to go faster and dust you rather than hang back and chill all alone up front).
5.You must be within 30 seconds of his PR, or chances are his kick will be too powerful for your 250-to-go tactic.
good luck, try it out and let me know how it went.
