Short answer: No. He can't even run that pace for 3 laps, so increasing that to 6 laps in two weeks isn't possible.
A better question is when can he retest? He could realistically make it in 3 months... maybe even 6 weeks.
I'd suggest a run/walk approach for the next two weeks. Probably starting after a warm up of a half mile of very short runs followed by 30 seconds of walking. Then, very short runs of 15 seconds followed by a 15 second walk for the 1st workout. I'd have him try to go at least 1.5 miles, increasing the walk time as necessary to get to 1.5 miles. Then, over the next ten days or so, he can increase the run time to 30 seconds and decrease the walk to 10-12 seconds. A 9min/mile pace is pretty slow and he won't lose that much distance doing a brisk walk for 15 seconds. I have a spreadsheet for this. Let me see what he might realistically be able to do and I'll post it.
