As an occasional visitor to London, my impression was that most London drivers have even less respect for pedestrians than even the low level that exists in the US. This attitude makes even crossing some streets, especially those with no pedestrian signals, problematic, much less running on the streets. About the only places I felt comfortable running was in the parks. Maybe this was just my experience, or maybe it is unique to London?

Depends where you live.
In my UK coastal home town we have several scenic traffic-free running routes with good surfaces, everything from flat and fast to quite hilly. Plenty of trails if you want them too, coast paths, etc.
It's a great area for running. The only irritations are occasional dogs off the lead, and it's windy nearly every day.
