Yes. That is literally the intent of the rule. One coach is permitted inn the restricted area and they are not allowed to use communication devices.
I don't believe it is. I believe their intent is for "safety" and to keep athletes from communicating with coaches. If you see something different please post the link.
You said you hadn't seen instances. I gave you the real life ones that I have seen.
"applies to coaches and managers recording performances for review and instructional purposes" "Coaching from a restricted area is considered assistance under Rule 4-6-5, which results in the coach’s athlete being disqualified from the event."

Different rule but OK. Coaches recording events from the infield happens at every single meet. That doesn't say anything about coaches communicating with coaches.
You continue to refer to the infield which at most meets isn't a restricted area. Thus is the rule that the state relies on when it has disqualified people. They don't permit coaches to take their phones into the restricted area. When they have been caught calling other coaches from the team who are watching in the stands, they have been disqualified.

OK let me restate. I have seen athletes in High jump, long jump, triple jump, shot put, and discus looking at the same phone with their coaches reviewing their attempts. I have also seen many coaches talking or texting with other coaches. They were not given warnings nor were they disqualified in any meets including championships with officials present.
Your area is regulated differently than mine. 4-6-5 was not the rule I was even originally talking about and you keep referring to that.
This is a no brainer as someone in HS; they added this clarification to specifically ban Meta Ray-Bans. Lots of kids wore them last year for races. I never heard of any issues—seems like they’re just trying to crack down on anything you do BUT running the actual race

oh dear god. it's like HS and college varsity big meet 101, "be prepared for them to run the show nitpicky under the rules." yeah, some HS triangular may be run loosey goosey.
also, the tech has changed, i can now literally get a text on my watch while on the move, use noise canceling headphones, or be completely absorbed in a screen. there's safety risk on the infield or in field event areas. and while we're generally fine with coaches shouting instructions from a set spot, we've not accepted a more racecar approach with comms gear and racelong realtime instructions.

i think they would see video review like that as after the fact "coaching" in the most literal sense. it's just a taped version of the oral feedback we used to get. instead of "you're dragging your trail leg," you can show them the race and they see it. i think they/we want that in sports. even for multiple effort field events.
i think what they don't want is your coach, who is planted at the finish line, texting you "you're boxed in" with 300m left, then "go now" with 180m left, etc.
or kids walking around an active infield with field events, head in a screen, or ears noise canceled, and then here comes the triple jumper or the shot put or the javelin.

I agree that’s probably the intent of the rule but officials will take these rules and run with it to try and DQ kids for anything they can find. Thats why I am trying to get it spelled out exactly what the rule means so I show an official when they try to yell at my athletes.
The thing that I see all of the time in high school meets are runners that start to slow down ten meters before the finish to stop their watch. It creates a risk of collision and has caused some collisions with runners kicking from behind plus, at big invites, it delays results because Strava King obscures his bib number from the finish camera.
Don't worry, King! You will still get your kudos!
The number of bib numbers blocked by finish line watch stops is actually insane. Do runners not get that there's a FAT system that will get your time and post it? Leave your watch alone and save the FAT guys a lot of headache.
Another side note, the watch ban is because of smart watches, playing music to ear buds, texting, pacing, etc. All not allowed for competitive reasons and safety in competition areas.
