Many years xc national championship are held in places below 40. Obviously, when your fictional athletes aren’t pretend fast enough to make nationals, they can pretend run on treadmills.
In reality, ~40 is right on the border between shorts/long sleeve and shorts/short sleeve w light jacket. That’s also perfect race weather… again that’s probably only true for sub 6/ mile pace which I’m not sure the poster above could manage for more than a mile or two.
I run in short sleeves down to 40, long sleeves no jacket down to 32. Windchill, not temp.
I’m old and weak now. I’d rather be a little sweaty than cold so I’m all in on long sleeve by mid 50s unless it’s a race. I can always roll up the sleeves or take it off. No way to magically warm up if you’re stuck in only a short sleeve plus I’m not trying to impress anyone.

Wind direction makes route selection more complicated. Generally you run into the wind the first half and with the wind on the way back, because if you get dangerously cold you know it will improve the second you turn around. However, the first mile into the wind can suck because your body is not warmed up so you feel even colder. Ideally, you design a route that is 1 or 2 miles with the wind, then into the wind, then with the wind again for the return.

I keep extra clothes in my car just in case though rarely need them. And I really don't like out and backs haha.

This is what… the 3rd time you’ve reposted the same response? Also, it shows complete ignorance of running in cold. The issue with cold bits is usually wind so you need wind briefs or some wind resistant protection. Cotton gloves are a pretty bad solution. A plastic baggy works infinitely better. Wind resistant running gloves are my go to if I’m into a run and realize I didn’t prepare. Cotton absorbs sweat and makes it worse. Plus until you approach zero it’s a non issue. You heard someone talk about putting cotton gloves down there and want to pretend you know something, but that only works in extreme cold when you have a wind blocking layer that lets you bits get a cozy insulated home.
I lived in Fargo, North Dakota for 10 years, and not only did I run year-round, I also bike commuted year-round. It's all about the clothes, in fact prior to that when I lived in Wyoming, I learned the saying that there is no such thing as bad weather just bad clothes. Regardless, you're not going to get a good effort in, and I would opt for a treadmill or a day off. Dress well if you go, and keep it under 30 minutes, as your extremities can't stay warm much beyond that.
In -20 wind chill, any skin exposed will get frostbite in about 5 minutes. Not worth it. If you have never had frostbite, imagine if someone numbed then burned your skin off. Don’t do it
