If you treat kids and their parents with respect while maximizing their success and have good reasons for your locations and times almost anything is possible. In the deep south here, our team has hard practices (2 per week) at 5:15 am until the weather is manageable (August and sept.... even early October), then we switch to hard practices ending when the sun goes down through rest of xc season (at a nice park location). then all weekday sessions would switch to after school until late feb. when all workouts start to readjust to heat problems of 3pm sometime late February. Some parents really enjoy walking during late afternoon evening practices if the location is a nice setting. All parents and kids understand the need for adjustment if you are serving those kids at a high level.
It is true that kids rarely study while waiting for a delayed onsite practice, if school lets out at 2:30, then 3:30 start at the school is a waste of an hour . Travel distances are always a considerations.
