I don't know about that. The NFL is a business with the goal of generating maximum profit. I don't think they want to intentionally provoke their fans by being political and making statements one way or the other. Look no further than what happened with Kappernick. That was embarrassing for the NFL and they lost a lot of money during that time.
Anytime you as a business try to unite, the result is even more division because not everyone will buy the message and the detractors will indeed unite against you. The best strategy is to appear politically neutral. Bad Bunny seems pretty popular with young Latin Americans but also appeals across a spectrum. It's a chance for the NFL to capitalize on his popularity and draw a higher Latino viewership without alienating other ethnic and social groups. It's low risk, high reward. It's all about analyzing demographics to make money.
The country superstars you are alluding to are liked by millions of football fans, but minority groups who dislike country music and patriotism will accuse the NFL of Trump support, nationalism, fascism, and jingoism. It's too financially risky to go the conservative patriotic American route unless one of these country stars is playing at the Republican National Convention. Not saying it's fair, but that is how it is.
