first off, the divisions routinely mix at regular season meets. my D3 ran mostly D1 meets.
second, a really really good D3 might be top 20 or 40 in an event D1.
third, at this point, championship season, a lot of schools are out of classes in the normal sense. some are still in class but not many.
fourth, D1 would likely see an all star meet as redundant of the same people who just won D1. D2 and D3 it'd be how many lower division runners to allocate in to be fairly over their head.
when i sit here and think about it, the place where you could maybe have the all star meet is end of indoor transitioning to outdoor. maybe even take the successful indoor runners each division and send them to an outdoor meet together. you're not extending out track into the summer more, you're just shifting around where people's first outdoor meet is. and they have 2 more months to run outdoor meets, as opposed to are being asked to extend their season out.
and if the D3 are out of their depth, they are at least being pushed to faster times during the regular season that help them make outdoor nationals.

Today, it occurred to me that the ncaa does NOT have an Allstars meet, neither does naia. Many years ago, naia did. It combined the top finishers from each conference. Growing up in Oklahoma, which is where I'm originally from before moving here to San Antonio to coach, we always had an oklahoma-arkansas Allstars meet. The top runners from each state battling it out. We also had an Allstar meet which combined 1a-6a divisions. I think it's great because you get to run against some of the top runners from a different division that you don't normally see or compete against.
So here's the deal. Why does the ncaa not have an "allstar" meet with the top 5 finishers from d1, d2, and d3 going at it head to head? I think it would be absolutely wonderful for collegiate running.
Please do not respond with "because the d1 guys would win". Come on now, that is not always true and not the point of this discussion. I can name atleast 10 runners since 1990, all Kenyans, who were d2 or d3 and were better than the top d1 guys.
Anybody can respond. I'm particularly interested in the insight from MattHatter, as he seems really into college running.

What VIT said. BU, Raleigh Relays, Drake, etc. give plenty of chances for D2/3 against D1.
Transferring is easier now than ever if it's that important for the "outliers" to see how they match up. A number of the top D3 are using their grad years in D1 now too.
I'm saying this as a D3 guy, there's no need for this.
