DL dropped Eugene from FT the lineup apparenty due to low TV viewership, empty seats, and USATF reported shortfalls at Eugene.
I ran Penn Relays, watched Penn Relays as a spectator in later years, and used to do regular track workouts at Penn. It’s a great place to run and/or watch. plus lots of transport options in and out of Philly and lots of hotel rooms.

The attendance at Penn Relays has nothing at all to do with the attendance of a potential Diamond League meet there.
Subtract all the Jamaicans. Then subtract all the people in the stands who are running at the Penn Relays or who are coaches. Then subtract all of the friends and relatives of the runners. And what do you have left? Only a few thousand spectators. Certainly not enough to make it worthwhile for the Diamond League to have a meet at Penn.
How difficult would it be to install a temporary track in a modern MLS or NFL stadium--TQL Stadium (FC Cincinnati) or Paycor Stadium (Bengals), for instance?
London's Olympic Stadium does that once a year for their Diamond League meet. Changing the stadium from soccer to track, and then back to soccer, costs several million dollars. I don't see how a meet director in the United States could recoup their costs if they did something like that.
