Understandable that Jakob keeps chasing times, but you’d think at least once before Budapest he might like to try a 1500 against quality competition with no pacers. Is it like a rule that every DL distance race must be paced? It’s sort of boring after a while. Who decides about the pacers? Can the athletes, or an athlete of Jakob’s stature, say no pacers this time out?

Who said it would be the exact same race? I just dont think running a race without a pacer against Nuguse and Kerr would make much of a difference for Jakob. I think he will spend the prelims in the wc to test how that feels.

I think Katir is aware that he is not yet in position to challenge Jakob the right way. Maybe he put priority on working his ceiling.

Ingebrigtsen, who recently set a European record at 1500 metres at the Diamond League in Oslo, is set to race in Silesia for the last time before the World Championships in Budapest. His rivals include the Spaniard Mohamed Katir, the second fastest European of all time. The program also includes two women's middle-distance races. In the 800 metres, Sofia Ennaoui (*), making her season debut, will face the world leader Mary Moraa, who recently impressed the fans in Lausanne with her form. The 1500 metres will feature a duel between Diribe Welteji and Birke Haylom. The latter, a U18 athlete, set a new world U20 record for the mile in Oslo.
It's quite interesting to see two "Moroccans" making the glory of the European Athletics.
And Spain didn't had a serious case if doping in years and years.
Their pool of AIU non eligible runners is restricted to 5 cases.

The reason is explicitly stated in the post you quoted?
Having his closest competitors in a race is not ideal for Jakob when he wants to TT for a best possible time. Jakob is obsessed with winning, and if Katir or Tim sits on him with 400 to go, he will hold back slightly to ensure he preserves the kick needed to win. If they are not there, he can risk going full throttle for the entire last lap (still winning if he fades the last 100m).
This should not be very surprising, it is common practice for TT record attemps. You don't want to risk acting like a rabbit for someone to beat you. Same as if Cheptegei, Kiplimo or Aregawi were to set up a TT-attempt for the 5000 WR, they would not like Jakob or any of the two others to be in the race with them.
And what does Katir say about being 'delisted'? Just shrugs his shoulders and wishes Jakob good luck for his time trial? It's not like the 80's where if Coe or Ovett didn't want to face each other in the 1500, they would just set up a high-quality mile race in addition to keep them both happy.
Is Stewie capable of pacing a 3,26 race for 1200 meters this year? What does it take?
No. I’d rather see one of the Kenyans as second pacer over Sowinski or an ailing Stewie. If Tim was in the race, perhaps Keter could do it. Munguti/Kiprugut also viable.
The big attraction for me will be to see Reynold Cheruiyot. Basically stopped trying with spot secure at Kenyan trials, he might really go right at Jakob. Jakob will surely outlast him, but could be exciting nonetheless.
McSweyn ran faster in his last race than any of those 3 Kenyans ever have, and he split 2:48.6 for 1200, .5 seconds behind Jakob. For all we know he’s fast tracking back to 3:29/3:30 shape. You can’t complain about having Sowinski and McSweyn as pacers. Sowinski is no doubt capable of hitting 900 in 2:04.5-2:05.0, and McSweyn can then drop Jakob off at the bell at 2:32-low.
Sure he’s had a couple ailments/setbacks the last two years, but he still ran 3:30.18 last year and is down to 3:32.85 so far this season (in his first 1500 of the year).
