The way to negative split in races is to negative split in workouts. Any workout of just straight repeats, whether it's 200s or 2000s, tell them to go out conservative and try to knock off time every single rep. For example, in a 8x400 workout, for kids running about 5:00 pace, start out at ~80 and go 0-2 seconds down each time, ending somewhere from 65-70 depending on how each athlete is feeling. Last one should be really cranking.
As far as in the race goes, maybe give them some reward for having a fast middle 800, the closing speed in your example is pretty great for 5:00 kids so I wouldn't worry about dying on the last lap.
Maybe they could catch a treat in their mouth after the fast middle 800m.
It seems like an odd thread because it’s not unusual at all for HS milers to go out to slowly and underperform. It’s got nothing to do with workouts.
Do workouts something like, 1600, 1200, 1000, 800, 400, 4x100 then repeat, all with 1min rest, each rep needs to be faster than the last or you're done with the workout. Also something like Pre's classic 30/40 workout, or any controlled fartlek type run will help teach proper pacing.

The rule of thumb is about 1 minute of rest per lap of interval and over 6 miles is too much. Adding a 1000m and then 4X1000m is silly.
