Somehow runnerspace streams the Nuttycombe (Flotrack used to) and Flotrack streams the Live in Lou. AND OSU seemed to take it on themselves to record their Jamboree.

So basically ESPN just paid for the right to completely shelf it and make sure no one gets to see it

That is because they cough up the money to buy the rights off of the broadcasting network.
A school could host a home meet and convince some film/reporting majors to tape it for extra credit. But it doesn't matter because the school doesn't own their own broadcasting rights, so would need to buy it back from whoever they sold it to. They are going to lose money by broadcasting the meet, so why would they waste $ ks/10ks to buy their rights back.
