Maybe separate records by climate too, it’s not fair for those northerners having to compete against guys who workout outside year round.
I am not trying to disparage your post in any way, but I am curious if you know that is the very reason for t&f regionals. Not records, but qualifying times were considered very slanted toward south/west locations. In an attempt to level things the NCAA came up with the regional concept so that northerners who may have been competing in terrible weather in many years could compete head to head instead of trying to match times.
D1 full ride, d2 partial, d3 academic. d1 facilities and resources are so much better than d3. A d3 senior running a 1:50 800 is more impressive than a d1 senior running a 1:49. keep records separate. why not conference record and schools records too then?
I was a walk-on at a DI school and ran 1:49. I went to that school because it was close to my house.
You’d be more impressed if I ran 1:50 at a DIII school?
I feel like I’d be the same person either way.
I understand why teams would be viewed differently, not individuals.
saw a similar situation. Friend had a daughter played bball at a top D1 school. Other friend's daughter was very average no d1 offers went to D3 and was D3 all american. Brags about it, tells everyone his daughter was a college all american, drives other dad crazy.

Well she was a college all-american, there is nothing false in saying that. Not like she is going around saying a DI all-american. One dad is jealous his daughter chose wrong, the other proud his daughter achieved something.
