Yes it would be a big story, especially if it blew up.
Nobody can get to anybody in Jam unless the Jams let them. There is ample warning, there are administrative barriers, conditions, etc.. USADA has exactly zero power to get anything done within Jamaican territorial limits.
Having said that, this would be insane. This is a good opportunity for Francis--who has rubbed a lot of people the wrong way--to put Jamaica above all else.
Jamaica has nothing other than its sprinters, weed, some sugar cane, and a bit of tourism. Sprints are important down there, but many people are too poor to really care, and even among those who aren't dirt poor, it is only supported at the local and school level, because they have no money to pay for anything else like tickets. Yeah you will see expats in NYC at meets, but you know, converts make the biggest zealots. Because it's a bit of the homeland--and the best part of the homeland--in a foreign country, they are all over it, more so than even Jamaicans in Jamaica.
They need to keep their system to themselves, for themselves. Bringing in foreigners is the thin edge of the wedge that could blow things up. It's a question of "investment" vs short-term greed, unless they are planning a way to sabotage her.
In any case, IMO there is no way that SCR could ever match what ETH did this season. Yes I know that she is possibly faster at the same age, but she has already been pumped-up, and just doesn't have the raw material to get to where ETH is. Btw neither does SAFP, and she knows it-- that is why we saw some sour grapes from her this year. It's like back when VCB said that FloJo's times were out of reach for her, same deal this time around with SAFP and ETH.
Jam has had an incredible recent succession of female short sprint champs, from VCB to SAFP and now ETH, who is the undisputed queen. These top women have been getting successively faster, and they will be hard-pressed to find anyone to top ETH--but this is their legacy, they have been the best for a long time. This is something they should keep for themselves. It is something that they have achieved, something truly national in character.
