If you've ever been to a high school or collegiate T&F meet, you know that the females & males DON'T compete against each other. I was merely acknowledging her achievement of posting a higher height in the pole vault competition than the winner of the boys PV. GWN

Did he need to jump higher? Apparently not since his competition couldn't get that high.
And in general there are plenty of instances where girls outperform the boys times. Most female college distance runners who run under 16 for 5k would be the overall winner at many local 5k meets.
