There is nothing that says you had been better if you started at age 10 . Things like this is individul and there are many examples of runners that got very good even if they started late with running. We can mention the Swedish lady Evy Palm who took up running in her 30s and was still very good at age 50 . But it help to have a very experienced coach to guide you.
