They must’ve really upped salaries and travel budgets for Vin because they traveled nowhere and coaches were on very low end of ACC.
Universities (especially public universities) have almost an infinite amount of money to spend. Their budget is backed by the state so they can essentially request as much as they want. The only question is do they want to spend the money? The answer is usually no. In this case they decided Vin was worth it.
States are most definitely not just throwing money at their universities. Especially not their university's track programs.
Getting any budget change is a long, tedious process. The only ones that seem to get approved quickly are things like new buildings that they justify as getting them more students and also lets them raise tuition.
