My issue with Hart's programmes is that he was getting guys that were bringing a lot of raw speed to the table, then piling on the longer work.

If you're running low 10 then you can afford to lose a little bit of the top end and still go through 200 in mid 21. If you're a 10.6 guy, then neglecting that top end is going to have some serious issues with your speed reserve.
