For people who actually understand running, this is a fantastical progression, especially for someone who by his own admission has been running all his life. Sure, it is possible for someone who comes into running late in life to improve and maybe even follow this exact trajectory. Personally, I doubt the 3:19:59 is a legit time achieved without cheating. This looks more like a calculated plan to steadily improve over a decade of cheating.
