Unfortunately I don't think this is evidence of his cheating. The photos are taken on an out and back portion of the course. In 212937 he turns and waves at the camera but in 212939 and 212941 he can be seen running away from the camera. Also, this looks like this is the return part of the out and back. He can be seen going out on photo 212836 (page 13303). I've looked at some of the other runners who were near him in 212836 to see if he lost much ground by 212937 but is is not clear. The best is probably the woman in 212830, she is seen again in 212927, she may have moved further ahead but it is hard to tell.

On page 13302 Photo 2487_212832 is the 'running sideways' photo where looks like Frank could be re-entering the course, then he proceeds to the turn around where we see the Frank waving photos on Page 13309.

Just putting it out there for the super sleuths, when you look at the various photos around Page 13309 it appears to be the same photographer. Could he have spotted Frank jumping in at 2487_212832 and called him out at the turn around with a comment and made sure he got a photo at the turn cone while letting Frank know he spotted him jumping in and Frank sheepishly responds with a 'you got me' smile and wave. Looks like the photographer purposely got Frank at the turn cone as the cone can be seen, along with a gotcha comment, but no one else has that same photo shot as far as I can see.
