If you look at the splits by pace for each 5k separately, there is a larger discrepancy.

0-5k: 6:27 /mi 20:02
5-10K: 6:31 /mi 20:17
10-15K: 6:37 /mi 20.33
15-20K: 6:52 /mi 21:21
20-25K 6:27 /mi 20:02
25-30K 6:53 /mi 21:23
30-35K 6:40 /mi 20:44
35-40K 6:22 /mi 19:47

It would be interesting to see mile-by-mile splits to see if there is an even bigger discrepancy in pacing.
