It's no big deal to this during the day when you can make eye contact but it's a different story in the evening or even during the day when the car has tinted windows and you can't see through them. I'll usually adjust my pace to give cars time to clear the intersection. I'm referring to approaching on the driver side where the driver is looking left. Sometimes they just sit there forever (even when they got plenty of time before I get to the intersection _and you don't know if they are waiting for you to cross or distracted by reading their phone.
