Here's one thing to remember.

Galen Rupp accomplished everything in college as a 5th year guy.

He won zero NCAA titles at Fisher's age.

Rupp vs. Fisher before age 22
NCAA titles. Fisher 1 . Rupp 0.
PR at mile: Fisher 3:59. Rupp 4:01.
PR at 3k: Fisher 7:48. Rupp 7:49
PR at 5k: Fisher 13:30. Rupp 13:30.

The Collegians rarely get into races where they can run a really fast time, I expect a collegian with Fishers credentials to get in the 13:15-13:20 range within 2 years out of college and eventually get into a race where everything goes right, pacers, weather etc. and he runs about a 13:05

That is what I am saying give him some time, he will improve his current Personal Best's immensely
