Is there a paw back in right sprinting technique

This old timer says that the right sprinting technique is to paw back you leg or foot backwards, do you agree with that?
When I sprint I only think of pushing the ground and pulling my thigh up and forward.
Is this paw back thing something sprinting train on, or is it a complete myth and nonsense?
