Sub 20 for women is not like sub 17 for men, physiologically. It's much more like 18, women's running just isn't as deep. The men's and women's world records are just over 90 seconds apart, no reason a woman should be 3 minutes slower than an equivalent performance for a man when the top women are only half that far away.
