Not optimal
I also used to train on a 440y dirt track on weekends (was once cinder but was left to the elements).

With nobody upkeeping it, the surface was not that much worse than the all weather track I also trained on on weekdays. I could hit similar times for reps. I'd say the difference at my 800m pace (Ryun's 1500m pace) was under 1.5s per lap, considering the all weather was shorter at 400m. I have all the times recorded in my old training diary.

So really it is about 1s slower if the distance was the same.

That was on pure dirt.

I really cannot see how a cinder track, or the notorious asphalt track, could be worse than that.
