Hicham El Guerrouj (massive doper) 99% chance

The 1% wins. He won 2 golds in Athens, where the testing methods already were good, and the IOC re-tested suspicious cases in 2012. Hicham was a brilliant talent and had a consistant career, did lots of high-level races. Before Sydney 2000 he trained a bit too hard and wasn´t fresh enough to win, but it just proved that he wasn´t a machine.

Hicham El Guerrouj is the real WR holder in the mile + 1500m.[/quote]

There is no evidence, as far as I'm aware, that El G's samples from 2004 were retested!? I seem to recall posters on here voicing frustrations that the time period limit was exceeded, which prevented 2004 samples from being retested! But I'm not sure.
Regardless, with what we now know about the corruption that ensued during the Diack era, the bribes and the cover ups of positive tests, I don't think we can have much faith in the fact that 'he never tested positive' as being a certainty.
In my eyes El G and all most of the leading middle and distance stars had to be on EPO at least, during this era. Too much evidence to suggest otherwise.

I have no reason to suspect Webb as being doped, but I don't think he's the clean mile record holder. I'd have to say Cram is.
