Our district is open enrollment, but our school is impacted (full). You can not transfer into Great Oak really at all. If you buy a house in our boundaries you might get in, depending on when you buy. If it is late and we are full, they will send you to Temecula Valley High School.
There has never been a point in my career that I have sent out promotional materials to elementary or middle school athletes for our high school. I contact them after they graduate from middle school and enroll at GO just like I would assume all my peers do.
After talking with a former athlete from NC it sounds like a recent rule change has effected what they were allowed to do before but are no longer. Not sure of rules in Washington.
I am vehemently against high school coaches recruiting and have lost many championships in my career to coaches that do just that.
