How I think the officials probably saw it is that the A+M girl never actually got around the UF girl for the pass that she tried to make about 30-50 meters before the contact so the UF girl had the right to the inside (The two step in front rule whereby you have to be two steps in front of the other athlete to cut in). The A+M girl thought she had the right to the inside lane at that point but she wasn't far enough ahead so she tried to cut in. I could be wrong but that's how I imagine whoever is on the appeal committee saw it.

Honestly, watching it live I thought it would be called a foul but wasn't sure whether it was on UF or A+M. The yellow flag did go up. I don't know. I have no dog in the fight, but I lost my team's high school conference meet in a very similar fashion (getting DQ'd and losing my points costing us the win) which is why I thought this was fascinating.
