It's "Training Tourism", my friend. Well paid elites can optionally train in many places throughout the year. At OTC we get plenty of tourists for short stints and long stints.
Same thing happened in the eighties in Canberra, DeCastella was there and was the distance man of the eighties (one of them anyway) and so was the Australian Institute of Sport (AIS) which also included the distance runner scholarship holders and other wanabes.
Many world record holders, olympic champs, internationals, etc passed through, some for short stays, some long. Seems Salazar is flavour of the month at the moment.
