Thanks for providing some numbers. Let's see, lose the DJ/music and ditch the cheap shirts (make them available for a separate purchase fee) ... that cuts your "base" cost nearly in half. Or, keep the music in place but find a local band interested in some free exposure. From there, you would have to get a bit creative and modify the course to have fewer policed intersections, start/finish near a park with additional bathrooms, find cheaper advertising methods, etc.

So, even with a fairly large race on public roads, $15 is easily doable without all the add-ons that many people don't care about the next day.
