Farah has been in somewhere around that shape, give or take, for the last 6 years. The people that throw out 12:50 or 12:55 shape for Farah I honestly don't know where they are coming from.
Main reason is that Farah has consistently (21-1? 23-1?) won 5000m races since his breakout in 2011. Every runner has bad days, and on those bad days you're usually 10-20 seconds worse than at your best. A Farah in 12:50 shape on a bad day would be just hanging on at 13:00 5000m pace, and would certainly have nothing left to kick with.
If you're best on that day is 13:00, and the race is near that pace, you don't close in 53 seconds. You stagger home in 60+, which probably hasn't won a top level 5000m race in decades.
