Those who DQ'd broke the rules and should be DQ'd, according to the current rules. No questions asked, no exceptions. Note how Bromell jumped WAY before anyone, so if it was a noise of some sort in the stadium, then Bromell must have super hearing. And it was obvious -- OBVIOUS -- that Hughes had also jumped when nobody else did. So don't blame "noise".
And the fact that the two DQ'd runners weren't allowed to race, despite their disqualifications, is the standing rule. While it's a shame, for the fans, for the sport, that the two sprinters weren't allowed to race anyway, ISN'T THAT THE STANDARD? You DQ, you depart? If there are exceptions in other meets, then, yes, I wonder why there wasn't an exception made here.
Bottom line: it sure would have been great to see Bromell compete. Let's hope he learns from this experience, and we see his talent shine later this season.
