Well, you are asking is USOC could do anything about it. Of course they could, but there is no indication that they would or would want to. This is pretty much par for the course in the way Olympic and international sports organizations are run. This is exactly analogous to Chuck Blazer receiving commissions for negotiating TV contracts for FIFA and CONCACAF. I mean that was his job, which he was already been handsomely compensated for, but....
I believe that USOPC has shown a much greater willingness to pursue decertification of NGBs in the last year or so, reflecting a shift from Scott Blackmun's somewhat laissez-faire approach in the wake of the gymnastics scandals. Although much of the focus in recent decertification proceedings has been in the area of so-called "safe sports" concerns, USOPC has also noted issues relating more broadly to finances, conflicts of interest, and other matters of ethics and governance, and NGBs have become targets of decertification proceedings in a number of sports, including gymnastics, badminton, and boxing. These compensation figures for USATF are, I believe, eye-popping in the USOPC and NGB community, and the apparent delays in releasing these figures seem noteworthy.
