Like South Korea, they prepped after the SARS outbreak in 2003, as well as H1N1 in 2009, (and MERS in 2012 for South Korea). Bill Gates had a TED talk several years back that was prophetic of this pandemic and the preparation that we should have done. It wasn't because he is Nostradamus, it was because he, like South Korea, Taiwan, Singapore, Fauci, the disbanded US Pandemic Response Team, knew that a respiratory outbreak was likely the next big world health issue.
Taiwan and South Korea are way ahead of other countries. This is quick watch on Taiwan's actions. They had no new cases yesterday, fewer than 400 total so far, only 6 deaths.
