Because it's over a longer timespan, so it gives a longer period for those who have recovered to get it again. Plus there are more random occurances over that longer timespan for a person to come into contact.
I'd guess there's not a lot in it, but I'd suggest it's easier for vulnerable people to isolate for 4 weeks (with more people who have it) and weather the storm than a year (where less people have it any time).
