The shoe that surrounds it is probably crap, so there's that.
I ran in Saucony some years ago and while not the best quality shoe I have ever run in they were very good.
Someone asked this in another very recent thread. I believe it's just EVA.

Nah it seems to be just a lighter version of their TPU foam everrun. It is pretty responsive. Way better than Eva.
Some EVA is decent, now, if they blow it with air bubbles.
PWRRUN is modern TPU. Pwrrun+ is state-of-the-art TPU, the best foam on the market.
Lasts, handles temperature, light and extremely bouncy.
I am not in love with the rest of the material in Saucony shoes right now. It fits, I guess. Tonnes of unnecessary and uncomfortable material.
Adidas never fit right for me. Maybe experience with fit varies.
I can at least objectively say their traction does not work, and the tongue is as big as the rest of the shoe for no reason.

I think you are getting confused - as no doubt Saucony would like you to with their marketing!
PWRRUN is not PWRRUN+.

My understanding is that PWRRUN is a TPU/EVA mixture.
I didn’t realize that the foam in the Hurricane is PWRRUN+, thought it was just PWRRUN. I have the Guide 13 also. The guide feels like EVA with a PWRRUN+ top sole. They are calling the midsole PWRRUN, but that means PWRRUN is not like other TPUs (boost, everrun etc). The guide is still decent. Firm but a bit soft. The Hurricane foam is way better in my opinion, and way more responsive and feels faster despite the heavier weight.

The latest trend in the understanding of shoe foams supposedly is that PEBAx (the stuff used in the Vaporfly) is the supreme for 'bounciness'.

PWRRUN is a regular closed cell foam, basically just EVA afaik. PWRRUN + is expanded TPU, pretty much Saucony's version of Adidas Boost. PWRRUN PB, their newest foam, is like PWRRUN + but uses expanded Pebax beads instead of TPU. Can't comment on the feeling or anything as I haven't worn Saucony since EVERUN was their principle foam, but that's what the foams are made of.
