Perhaps Germany are not recording every death as having the cause of death as Covid-19 where it is present. i.e. if a person dies of a heart attack and Covid-19 is present, it is recorded in the UK as being as a result of Covid-19. Now that person might have died anyway, but their death is added to the statistics for Covid-19 fatalities.
A lot of the statistics are meaningless unless compared against other figures. e.g. in the winter of 2013/2014, 18,000 Britons died of seasonal flu. That was a particularly bad year for seasonal flu, but within "normal" parameters. Normal parameters also show that 600,000 Britons die per year anyway.
Furthermore, we do not know how many actual Covid-19 cases there are or have been, so the mortality rate is uncertain. It is said by some doctors that the number of deaths are being over-stated by 2/3, as they are due to other, natural causes.
As for Boris Johnson, I'd say he has actually judged the mood of the country quite well. The British are surprisingly robust people and don't take well to long term lockdown of their normal freedoms. There would likely be widespread disobedience if they were forbidden from exercise, and they simply won't comply with long-term lock down and economic disaster just because the Government said so. We all know the dangers of a population which loses the ability to think and bases its trust in compliance with rules...
