Are you legally allowed to run or is it complete marshall law?

Most "lockdown" places allow you to go to the grocery store or pharmacy. It isn't house arrest (yet).
Every such provision I am aware of not only allows but encourages people to go outside to exercise, as long as they are practicing social distancing. E.g., no running in a pack.
"Martial" law... not "marshall"... and martial law has nothing to do with the current situation.
Anyway, it will depend on your specific location. I don't believe anywhere in the US has banned solo outdoor exercise. Many places have banned outdoor exercise with people you don't live with. Enforcement of that is somewhat spotty, because it is difficult.
Point is, go outside and go for a run by yourself.

Correct on both counts. I get very impatient with people who rant about being "locked down" and not allowed to run, but have never actually read the statement from whatever official (usually the Governor) gave the mandate. I believe things may be different in Europe, but in the U.S. every place I know of with a "shelter in place" order allows outdoor exercise if done alone.
Yes unless you're in Chicago...
I'm in Chicago and was at the lakefront today. There were a ton of people outside and exercising, running, practicing rubgy, etc. I did see a group of about 6 cops wander through the fields at Wilson and ask some of the people practicing organized sports to move along though.
First off the term is martial law and in the US you can run during stay at home or shelter in place orders. China disallowed running in certain regions during their quarrantine. Lombardy in Italy and Spain have disallowed running. Personally I wish we'd do a wuhan style lockdown - it would eliminate the virus from the US in just a month and allow us to get on with our lives instead of prolonging the misery.
I looked on the Greenlake webcam in Seattle, WA and there were quite a few people out running, walking, walking with strollers, riding bikes, and even a rollerblader in the span of about five minutes.
I didn't see Jamin or Seattle Prattle in case anyone was wondering.
