While respectable, plenty of student athletes at the service academies as well as competitive runners could do much better.

You honestly don't believe that track athletes at the service academies, many of whom can run under 17:00 minutes for three miles, couldn't run a mile and a half in slightly under ten minutes?

It's just a military PFT, not a track meet. It doesn't have to be that exact. Everyone is running the same route and has the same standards to meet so it doesn't matter. There are no records being threatened here.

Mediocre? Compared to NCAA athletes, but you don't go into the Marine Corps with the expectation of setting personal athletic records. You join the Corps to serve your country. Ultimately, no one at MCRD Parris Island would care if you can run the 1.5 mile run IST in under 8 minutes, or the PFT midway through recruit training in under 17 minutes.
The DI's are not going to give you any special treatment just because you can do that. The team is what comes first in the military. You're only as good as your worst performer because all of you will get smoked if the worst person messes up. For those unfamiliar with recruit training jargon, being "smoked" means you're forced to do push ups, bicycle kicks, mountain climbers, etc on the spot to build discipline. And if you go through recruit training, your platoon will get smoked at some point.

An additional viewpoint that many hit those times in the academies.
My wife was an academy grad. She wasn't even a runner (but another athlete) and could hit the 2 mile in 14 mins (1.5 mile equivalent is 10:15) but a lot of would women be faster. I dont think she was ever the fastest female in her squad either even when she commissioned.
Some of those female service grad officers were super fit, especially the ones trying ranger school.

Did she run the first lap at 80 seconds or something why?
I had a former femal runner (11:06 for 3200) run a sub 9. She wrote me a letter saying the drill instructor lost his sh!t. Good for her. It shows that women can be soldiers too.
My A$$ the DI's don't care. I was the top runner in my platoon with another dude and the guide not far off. In every PFT, S and E, mountains we we always in the front. We got a few privileges though modest because of it. After one S and E we kicked butt and were publicly excused and were told to go shower then chow way ahead of everyone else while the platoon got "thrashed" not smoked. They also did plenty of bends and mofo's. Know what those are?

You're running if you're moving at sub 8 minute mile pace. And if you want to arbitrarily lower it to 6:00 to be smart, I can just say you're only running if you're running at sub 4:30.
